perf: reduce listening interval, blogroll limits, add --max-semi-space-size=32

- LISTENING_SYNC_INTERVAL default 180s→300s
- blogroll maxItemsPerBlog 50→25, fetchTimeout 15s→8s
- Node serve: add --max-semi-space-size=32 to cap scavenger GC heap
